The outage numbers are going in the wrong direction for Mansfield, which saw the number of CL&P customers without power increase from 16 this morning to 26 by mid-afternoon.
Janine Saunders, a CL&P spokeswoman, said the fluctuation is caused by customers whose home equipment has been damaged and therefore remain without power even after the nearest damaged circuit has been repaired.
After crews restore circuits, the number of customers who receive power from that circuit is taken off the list. Saunders said that there is no way for CL&P to know if a home in a restored area still does not have power unless the customer reports that they still do not have power.
There are 200 service crews working throughout the state to restore power to homes where CL&P equipment has been damaged by the storm, according to a CL&P press release issued earlier today.

Winter Storm Alfred has moved east of the region, but the accumulation of heavy snow will continue to bring down trees, limbs and wires into the week ahead, causing widespread power outages throughout the state.
Connecticut Light & Power reported as of 9 a.m. Sunday, 3,771 Mansfield residences without power, representing 57 percent of all Mansfield customers. Across the state, more than 746,771 CL&P customers, or 60 percent, are without electricity.

Local residents looking to attend All Saints Day services should call their respective church before heading out this morning.
The winter storm damage was so extensive that “If you are without power, you should expect to be without power for a prolonged period of time,” Malloy said.
He said that both CL&P and United Illuminating both have line crews out working during the storm, but stressed that the crews primarily function is to deal with dangerous or unsafe conditions, such as downed or live wires that could cause fires or injuries and stressed that residents stay inside and wait out the storm.
“…Travel is obviously dangerous. We would like people to stay off the roads as much as possible,” he said.
Malloy said restoration work would not occur until the dangerous conditions caused by the storm had passed.
