Javanainen-Brown, 19, of 220 Kozley Rd., Tolland, was arrested by state police on Route 195 in Mansfield and charged with possession out of container, three counts of use of drug paraphernalia, use of a controlled substance: narcotics, possession of a controlled substance: hallucinogenic substance and possession of a controlled substance: non-narcotic.
