OMG PD: Week Ending Oct. 23, 2011

A look at some remarkable police cases from Connecticut.

The Case: Two Vernon residents were arrested about a day apart on charges following an altercation at a home on Terrace Drive.

The OMG PD Twist: The two residents are a couple, they share the home on 144 Terrace Drive and each received at least six separate charges, all stemming from an apparently serious disagreement Tuesday evening.

Marissa Emanuele, 24, was arrested at 4:20 a.m. Wednesday, Vernon police said. She is charged with:

• Second-degree assault.
• Third-degree assault.
• Carrying a dangerous weapon.
• Third-degree criminal mischief.
• Disorderly conduct.
• Second-degree reckless endangerment.
• Risk of injury to a child.
• Second-degree threatening.

Ramon Gomez, 29, was arrested at 8:30 p.m. Tuesday, police said. He was charged with:

• Third-degree assault.
• Disorderly conduct.
• Interfering / resisting.
• Second-degree reckless endangerment.
• Four counts of risk of injury to a child.
• Second-degree unlawful restraint.

The Case: .

The OMG PD Twist: The man, Todd Boucino, is best known for currently facing a bevy of charges from the state related to his alleged involvement in a robbery scheme that ended in the death of Connecticut State Trooper First Class Kenneth Hall in 2010. Boucino also has a previous federal conviction for bank robbery.

Also, Boucino's location was positively confirmed via a GPS tracking device in an ankle bracelet he wears as part of the conditions of his federal probation.

The most surprising facet of the case is likely the use of a SWAT team, the North Central Municipal Emergency Service Team, to safely contain Boucino. SWAT teams are tactical units deployed to perform high-risk operations and Boucino's previous record and lack of cooperation with Windsor police upon their arrival his residence.

The Case: .

The OMG PD Twist: The man, 21-year-old Ruslin Hsia, drove up to the bus stop at the intersection of Centre Street and Clark Street along with 18-year-old Clare Ann Dzilenski and told five students that he was their new bus driver and to get into his car, an SUV.

The pair then reportedly began laughing and drove away slowly, confusing the students. None of the children approached or entered Hsia's vehicle, according to police.

"Troopers from Troop C in Tolland and the Mansfield Resident Trooper’s Office, along with the Eastern District Major Crime Squad, were able to locate the vehicle based on the students' description during their investigation, and subsequently arrested Hsia and Dzilenski after interviewing them," according to the original story.
