Ronald W. Kelly, 69, a physician at and a medical advisor for local school districts, including Mansfield Public Schools and , was reportedly aware of a patient’s sexual assault, but did not report it to authorities, according to an arrest affidavit.
State law dictates that doctors are mandated reporters of such matters.

Kelly will next appear in Rockville Superior Court on July 18, according to court records.
Kelly's attorney, , could not be reached for comment Wednesday afternoon.
